To ask the Secretary of State for Transport what is the approximate cost of the works that have been carried out and are due to be carried out on the designated existing channel tunnel rail routes to enable continental through freight and passenger services to be run after opening; and what is the approximate breakdown between(a) the terminal at Waterloo, (b) the Redhill to Tonbridge electrification, (c) the installation of continuous welded rail and other improvements to existing track, (d) improved signalling, (e) bridge reconstruction, (f) construction of new passing loops and (g) other main heads of cost.

British Rail currently expects to spend approximately £700 million, at 1990–91 prices, on infrastructure works to enable European passenger and freight services to operate when the channel tunnel opens. £142 million will be spent on building the international terminal at Waterloo, £21 million on electrifying the line between Tonbridge and Redhill, £9 million on bridge reconstruction and £250 million on new track, upgrading existing track and improving signalling. The remaining £278 million covers other projects, including the North Pole maintenance depot, freight inspection facilities and freight terminals in London and elsewhere.
