asked Her Majesty's Government:

If Royal Engineers are killed or wounded working in the minefields in Kuwait, with whom liability for compensation lies; whether it is limited; and if so how.

The Parliamentary Under-Secretary of State, Ministry of Defence (The Earl of Arran):

Death or injury benefits would be payable by the Department of Social Security and by the Ministry of Defence under the terms of the War Pension Scheme and the Armed Forces Pension Scheme respectively.
