Liability for the council tax will fall to the occupier of a property. It will be up to that person to decide how the bill will be shared if there are other adults in the household. It is not possible to estimate how many will contribute in this way.

The Government propose that householders on income support or equivalent levels of income will be entitled to 100 per cent. rebates under the council tax. They will make no contribution to the council tax.

The table shows the most recent estimates of the numbers of households in each region together with the percentage of one-adult—aged 18 or over—two-adult, and three or more adult households.
