§ Mrs. ChalkerMy right hon. Friend the Foreign Secretary last discussed technical asistance to the Soviet Union, including the Baltic states, at the Foreign Affairs Council on 4 March. The European Commission continues its exploratory contacts with the Soviet authorities. The Baltic states are eligible for assistance under the know-how fund for the Soviet Union.
