Mr. Tony Banks

To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment has been made of the environmental implications of subsidised beef imports from Botswana into the EC under the Lomé trade agreement in terms of(a) the livestock stocking policy and (b) the veterinary fencing policy under EC disease control regulations.

No official assessment has been made. This is a matter for the Government of Botswana in the first instance.

To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has concerning the use of levies returned to Botswana in subsidies for beef imports into the EC under the Lomé trade agreement.

Under the preferential import quota scheme for African, Caribbean and Pacific countries including Botswana, beef imported into the Community is subject only to 10 per cent. of the normal import levy. No portion of this levy is reimbursed to the exporting industry.
