§ Mr. FallonIt is for local education authorities and others directly responsible for the schools to satisfy themselves as to the state of their school buildings. In distributing annual capital guidelines to local education authorities, and in giving capital allocations to the governors of voluntary aided and special agreement schools, my right hon. and learned Friend makes no distinction between permanent, semi-permanent or temporary buildings.
