To ask the Secretary of State for the Home Department in relation to his policy for the disclosure of criminal background of those with access to children, what progress he has made in developing separate arrangements for those working with voluntary organisations, as envisaged in paragraph 1 of Home Office circular 102/88.

Three pilot schemes have been operational since early 1990 and are now being evaluated. They have enabled criminal records to be disclosed to certain voluntary organisations under the terms of Home Office circular 58/1989. Proposals for the future will be drawn up in the light of the evaluation report and the recommendations of the Home Office scrutiny of criminal records which reported at the end of April.
