Whether they will propose that the disputes between the Republics of Armenia and Azerbaijan be submitted to independent arbitration, before further lives are lost.

We continue to urge those involved to negotiate constructively to bring an end to their long and bitter dispute. The Soviet authorities are aware of our concern about the recent violence in the area. Force clearly will not provide a lasting answer. To submit this dispute to independent arbitration would, however, require the agreement of the parties involved. This does not appear to exist at present.
