To ask the Secretary of State for Foreign and Commonwealth Affairs what plans the Overseas Development Administration has to contribute to the United Nations Security Council appeal issued on 29 April for assistance to the 21 countries with special economic problems arising from their compliance with sanctions imposed against Iraq.

Many of the countries adversely affected by the Gulf crisis are recipients of substantial British aid. It is primarily for the international financial institutions to tackle additional financing needs arising from the crisis, in the context of each country's overall balance of payments situation and economic adjustment efforts. We have supported the provision of additional finance through the International Monetary Fund and the World bank and are accelerating our International Development Association contributions to help finance increased World bank lending to the poorest countries.
