§ Mr. FlynnTo ask the Secretary of State for the Environment if his Department will make available resources to enable non-governmental organisations to attend the next meeting of the negotiating forum on a global biodiversity convention planned for 24 June to 3 July in Madrid.
§ Mr. TrippierThe purpose of the Madrid meeting is for Governments to negotiate a framework convention on the conservation of biological diversity. The Department has made no financial provision to enable non-governmental organisations to attend as observers and no request for resources has been made. The Department has made arrangements for regular consultations on the progress and content of the negotiations with the most qualified individuals and organisations from the non-governmental community.
