HL Deb 10 May 1991 vol 528 c58WA
Lord Kennet

asked Her Majesty's Government:

Whether they will now review their attitude to the Convention on the Law of the Sea, with a view to adhering to it (if necessary with certain reservations).

The Earl of Caithness

The provisions of this convention are in the main helpful, but there are serious objections to Part XI. This provides for an over-regulatory and unworkable regime governing mining from the deep sea-bed. We are actively involved in discussions on this issue chaired by the UN Secretary-General.
