Mr. Austin Mitchell

To ask the Secretary of State for the Environment, pursuant to his answer of 29 April,Official Report, column 13, to the hon. Member for Great Grimsby, if he will specify in which band the average value of homes is for the illustrative calculation setting a council tax for a band D property occupied by two or more people at a standard level of service; and what the figures quoted in his reply would be if the average value home was (a) in band A, (b) in band B, (c) in band C and (d) in band D.

With the seven bands which we have proposed, a home with the national average value will always be in band D.

To ask the Secretary of State for the Environment, further to his answer of 29 April,Official Report, column 13, if he will give the council tax for band A, B, D and G properties for a council when the county council spends four per cent. over its standard spending assessment and the district council 32 per cent. but where the majority of properties are in (a) band A, (b) band B, (c) band C and (d) band D.

To ask the Secretary of State for the Environment what weighting is given in the standard spending assessment for people aged over 85 years; and what proportion of people are over 85 years old in (a) Grimsby, (b) Eastbourne, (c) Harrogate and (d) Scarborough.

Mr. Key

The number of people aged 85 years and over is used in the calculation of the standard spending assessment for social services for the elderly. A full description of the weight given to this factor is contained in the Revenue Support Grant Distribution Report (England) as amended by the Revenue Support Grant Distribution (Amendment) Report (England), copies of which are in the Library.
