To ask the Secretary of State for the Environment if he will release all spending controls on local authority expenditure.

Mr. Key

The Government have a duty to protect local taxpayers from unacceptably high bills, as well as to control the level of public expenditure. It is therefore essential to maintain both next year and in our new system effective arrangements to ensure proper restraint in local spending and taxation.
