To ask the Secretary of State for the Environment if he will publish a table showing, for each local authority in England, the(a) 1990–91 housing investment programme bid and (b) 1990–91 housing investment programme allocation of capital spending.

A table listing housing investment programme allocations for 1990–91 for each housing authority in England was placed in the Library on 21 December 1989. A table showing proposals for gross capital expenditure on housing investment in 1990–91, submitted by authorities to the Department, has now been placed in the Library.

Authorities' own proposals for housing capital expenditure are not directly comparable with each other, nor with the HIP allocation figure because the proposals may not have been prepared on a consistent basis as regards overall strategy for meeting needs, for the financing of works, or their costing or phasing. Moreover, the allocations do not represent a borrowing approval, which is conferred through each authority's all-service basic credit approval, and as such they take no account of the receipts available to individual authorities or the amount of those receipts they may choose to spend on housing.
