Mr. Maxton

To ask the Secretary of State for Scotland what will be the maximum payment of community charge, including community water charge, payable by pensioners on the basic retirement pension in 1991–92 for each local authority area in Scotland and the average bill across Scotland; and if he will express each sum payable as a percentage of the total community charge in the area.

Single pensioners and some pensioner couples in receipt only of the basic state retirement pension—currently £52 per week plus £31.25 per week for a dependent partner—with no other source of income—for example, other state benefits—and savings of £3,000 or less, are entitled to the maximum community charge benefit of 80 per cent. of the personal community charge for the area. Some pensioner couples aged from 60 to 74 who are in receipt of only the basic state retirement pension for a couple, with no other income and savings of £3,000 or less, are entitled to benefit levels of 39p per year less than the maximum benefit. No benefit is awarded in respect of the personal community water charge or the standard community charge. The amount payable by a pensioner on maximum benefit by local authority area is shown in the table.
