To ask the Secretary of State for Foreign and Commonwealth Affairs whether he is in possession of the draft treaty on European political union; and when he expects that copies will be available for hon. Members.

Yes. I understand the Library is taking steps to obtain a copy.

This text does not have any formal standing. As a negotiating document, it may quickly become out of date. I do not intend to make it formally available to the House. There will, however, be ample opportunity for hon. Members to debate the issues with which it deals, for example during the regular EC debate in the run-up to the next European Council in June.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will place in the Library a copy of the draft treaty on political union submitted by the Luxembourg presidency on 15 April.
