The contracted throughput targets for the three all-Wales treatment centres in 1990–91 were:

Not more than 20 per cent. of the throughput at the orthopaedic and general surgery centres was intended for South Glamorgan and Mid Glamorgan residents respectively whilst at the ophthalmic centre, 20 per cent. of the throughput was aimed at non-Gwynedd residents. Throughput targets for 1991–92 are yet to be agreed, but are not expected to fall below the maximum throughput levels achieved in 1990–91.
