§ Lord James Douglas-HamiltonCapital allocations to Scottish regional councils for roads and transport are not project-specific and take into account expenditure proposed both on new roads and on improving existing roads; and the allocation issued to Strathclyde region additionally takes into account capital expenditure proposed on rail projects by the Strathclyde passenger transport executive.
