To ask the Secretary of State for Scotland what is his estimate of the revenue costs of making the provision of nursery education a statutory responsibility of local authorities.

[holding answer 17 April 1991]: On the assumption that the present proportion of part and full time nursery school places is maintained, and using current unit costs, it is estimated that the total annual revenue cost of providing nursery education for all three and four-year-olds would be around £124 million.
