§ Mr. LeighI am currently giving urgent consideration to this matter in the context of the EC package holiday directive, which must be implemented by 31 December 1992. The directive requires, among other things, all tour organisers and/or retailers to show sufficient evidence of security for the refund of consumers' money in the event of insolvency. My Department will be consulting shortly about our proposals for implementing the directive.
