Mr. Alfred Morris

To ask the Secretary of State for Scotland what is his estimate of the cost of implementation of sections I, 2 and 3 of the Disabled Persons (Services, Consultation and Representation) Act 1986 in Scotland; and if he will make a statement.

[holding answer 15 April 1991]: It is estimated that the cost of implementation would be about £3 million. As in the rest of the United Kingdom, it has been decided not to implement these sections at present; but the position will be reviewed carefully when the impact of the wider community care reforms set out in the White Paper "Caring for People" can be assessed.
