Lord Gray of Contin

asked Her Majesty's Government:

What progress is being made in implementing the Foreign Compensation (People's Republic of China) (Distribution) Order 1987.

The Minister of State, Foreign and Commonwealth Office (The Earl of Caithness)

The Foreign Compensation Commission, which has been assisted in the performance of administrative tasks by the accountants, Ernst & Young, will on 2nd April 1991 begin making payments from the China Fund amounting to approximately£25 million, representing 62.25 per cent. of the value assigned to claims, to successful claimants against the fund. These disbursements will exhaust the balance in the fund.
