asked Her Majesty's Government:

Whether when considering the future powers and procedures of local authorities they will also consider amendment of the Local Government Act 1980, which requires all decisions of Urban Development Corporations to be taken by a full board and provides no power of delegation to chairman, members or officers or the establishment of committees.
