To ask the Secretary of State for Scotland whether a parallel programme to the Department of the Environment's green house programme for local authority housing will be implemented in Scotland; and if he will make a statement.

[holding answer 11 February 1991]: I was pleased to announce on Monday 25 March that an additional £2 million is being made available in 1991–92 to promote an energy efficiency and savings initiative in the six local authorities with the largest number of houses suffering condensation and dampness.

The main aims of the programme will be to promote the wider application of energy efficiency measures to provide affordable heating for tenants, as well as to reduce harmful emissions to the atmosphere through energy savings. My

intention under this initiative is that resources will be provided to support local authority projects which best meet these aims.

The Scottish Office will shortly be exploring with Glasgow, Edinburgh, Dundee, Aberdeen, Falkirk and Motherwell district councils the uses to which these extra resources can best be put. I shall announce the distribution of these new resources as soon as possible.
