To ask the Secretary of State for Social Security, further to the 1991 Budget statement, whether he will make a statement about the measures designed to help disabled drivers.

There are two measures arising from the Chancellor's Budget statement which will be of particular help to disabled drivers. The first is an extension in relief from car tax to cover vehicles leased to disabled drivers who are unable to complete the three-year leasing agreement. The second is to increase to £40 the annual petrol tax allowance paid to those disabled drivers who still have a vehicle provided through the invalid vehicle scheme. This represents a 300 per cent. increase in the existing allowance. I am especially pleased to welcome these modest, but worthwhile concessions.
