To ask the Secretary of State for the Environment if he will make a statement on the progress in the introduction of recycling credits.

[pursuant to the answer, 30 January 1991, c. 537]: The Touche Ross report on recycling credits commissioned by my Department has been published today. Copies have been placed in the Library. We will publish draft regulations and guidance on the calculation and payment of recycling credits for consultation with local authorities in due course, taking account of the advice we have received.
