To ask the Secretary of State for Energy what is the Government's estimate of the percentage of Britain's housing that does not have loft insulation up to the standard of 1990 building regulations.

The higher requirements for the thermal insulation of the roofs of dwellings in England and Wales, introduced in the 1990 building regulations, can effectively be met by 6 in. of loft insulation. Information currently available on levels of loft insulation in existing homes does not enable identification of specific levels of insulation over 4 in. in homes in England and Wales.
