To ask the Secretary of State for Foreign and Commonwealth Affairs if he will take steps to produce a guide to hon. Members on the areas of competence of EC legislation and the United Kingdom Parliament.

Mr. Garel-Jones

The areas of Community competence are defined by the Community treaties, as interpreted by the ECJ. Through the European Communities Act 1972 and other legislation, Parliament has given the necessary effect to the United Kingdom's obligations under the treaties. In addition, scrutiny procedures enable Parliament to review thoroughly all proposals for Community legislation, and where appropriate to call for debates.
