To ask the Secretary of State for Health (1) whether he has received fresh evidence of illegal employment of children supplied by the child employment study carried out by the low pay unit and Birmingham city council; and if he has any plans to issue new guidelines to the Health and Safety Executive to enforce legislation relating to the employment of children;

(2) if he will now seek to implement the Employment of Children Act 1973;

(3) if he has any plans to review the minimum age above which a child may be legally employed;

(4) if he will initiate a review of all legislation affecting the employment of children.

We are studying the report published by the low pay unit and Birmingham city council in consultation with colleagues in other Departments with responsibility for enforcing current legislation on the employment of children. We shall then consider whether any further action is required to safeguard the welfare of such children.
