To ask the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will request the United Nations Security Council to authorise an emergency special session of the United Nations General Assembly under the provisions of United Nations resolution 377A(V) to deal with the diplomatic resolution of the Gulf war.

There is no need for an emergency special session of the United Nations General Assembly to discuss the Gulf crisis. Nor is there any basis under the United Nations Charter for General Assembly action. The Security Council has fully exercised its charter responsibility for international peace and security throughout the crisis, and remains actively seized of the matter.
