To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 15 March,Official Report, column 716, to the hon. Member for Workington (Mr. Campbell-Savours) on contacts with opposition groups in Iraq, what information he has on opposition groups' proposals for the franchise as part of proposed democratic reforms.

The Iraqi opposition envisage free and fair multi-party elections under universal adult suffrage.

To ask the Secretary of State for Foreign and Commonwealth Affairs what proposals he has for giving practical assistance to the Kurdish population of Iraq.

We are co-operating closely with the International Committee of the Red Cross in its admirable efforts to provide humanitarian assistance throughout Iraq, including in areas not controlled by Saddam Hussein's regime.
