To ask the Secretary of State for the Environment if he will list the 30 local authorities with the highest generalised needs index private stock indicator scores, giving in each case their respective scores on this indicator and the allocation which each received for specified capital grants in 1991–92.

The allocation of resources for specified capital grants is neither a limit nor a target for the level of grants which an authority may receive. It is made partly in relation to needs index scores, but also reflects local authorities' individual needs and circumstances which are taken into account by the Department's regional controllers in recommending the allocation.
