To ask the Secretary of State for the Environment if he will list all the measures he is taking in order to reduce or stabilise carbon dioxide emissions by the year 2000.

The Government announced last May that, if other countries take similar action, we will stabilise United Kingdom emissions of carbon dioxide at 1990 levels by 2005. Taking account of our policies on other greenhouse gases, achieving this target would reduce the global warming potential of Britain's emissions to some 20 per cent. below 1990 levels by 2005. The Environment White Paper "This Common Inheritance" published last September set out the first tranche of measures that the Government proposed to take to achieve this.
