To ask the Secretary of State for Employment if he has any plans to review the guarantee that all 16-year-olds with special needs will be offered a place, if they so wish, on a youth training scheme; and if he will make a statement.

Mr. Jackson

The Government remain fully committed to the guarantee of the offer of a suitable YT place to all young people who are under 18, not in full-time education or in a job and who are seeking entry to YT.

This applies to young people with special needs as well as to all other young people. Trainees with special training needs are identified by a process of endorsement, and training and enterprise councils—and, where relevant, area offices of the Employment Department—are obliged to provide suitable high-quality training for them.
