To ask the Secretary of State for Social Security what progress has been made on introducing regulations to guarantee the mobility allowance entitlement of double leg amputees.

Mr. Scott

I am extremely pleased to announce that regulations have been laid today which come into force on 10 April 1991. These will ensure the eligibility to mobility allowance of people who are without both legs for any reason, including amputation. I am also glad to state that the regulations will allow these claims to be fast tracked. That is, they could be decided without a medical examination if suitable evidence about the person's medical condition, such as a general practitioner's letter or previous medical report, is available.
