asked Her Majesty's Government:

Whether they will make representations to the Kuwaiti authorities that they should admit citizens of third countries including Egyptians, Sudanese and Palestinians escaping from civil unrest in Iraq; and whether they will join with other allies in the Gulf to ensure that the International Committee of the Red Cross make arrangements for the reception and temporary care of these refugees pending their repatriation to their countries of origin.

The Minister of State, Home Office (The Earl of Caithness):

The United Nations relief agencies, as well as the ICRC, are making arrangements to assist refugees and other displaced persons from Iraq in consultation with the governments concerned. The United Kingdom has contributed generously to the relief agencies and to the ICRC Gulf appeals.
