§ Mr. Archie HamiltonThe continuing negotiations on confidence and security-building measures in Europe resumed in Vienna on 4 February. The Ministry of Defence is fully involved in these negotiations, although the Foreign and Commonwealth Office is the lead Department on these and other arms control matters.
