asked Her Majesty's Government:

Why the Department of Health issued a press statement saying that the Disabled Persons (Services, Consultation and Representation) Act 1986 came into full effect last summer.

Baroness Hooper:

The press statement to which the noble Lord refers—H/90/539—a copy of which is available in the Library, concerns the implementation of Sections 5 and 6 of the Act. The sentence in question was intended as a reference to those sections only and we regret that, as drafted, it was misleading.
