§ Mr. Archie HamiltonAs was noted in the London declaration, negotiations on the reductions of short-range nuclear forces will be bilateral between the United States and Soviet Union. In conjunction with other NATO allies concerned, the United Kingdom will play an active part in the preparations for the negotiations.
