HC Deb 19 March 1991 vol 188 c55W
Mr. Hinchliffe

To ask the Secretary of State for Transport what steps he is taking to warn motorists of the danger of headlight dazzle.

Mr. Chope

The "Highway Code" advises drivers to dip their headlamps when meeting other vehicles or road users and before they dazzle the driver of a vehicle travelling in the same direction in front of them. The code emphasises that badly adjusted headlamps can dazzle road users and lead to accidents.

Dazzle is also reduced if headlamps are correctly aimed on the vehicle. As I announced last year, the Department is introducing stricter arrangements for checking that new vehicles come off the production line with correctly aimed headlamps. We are also introducing a stricter check of headlamps aim into the MOT test.
