HC Deb 19 March 1991 vol 188 c70W
Mr. Sillars

To ask the Secretary of State for the Home Department what representations he has received from the Royal Society for the Prevention of Cruelty to Animals about the case for new legislation to prevent those convicted of cruelty to animals being able lawfully to own domestic pets.

I understand that such a ban might well go beyond disqualifying offenders from keeping domestic pets.
