§ Mr. DorrellI have this responsibility. My brief is to contribute to the target saving in energy of 15 per cent. over the next five years for all Government Departments. In addition, we are aiming to achieve the same target saving for the national health service. This is against a background of savings in the order of 30 per cent. made since 1977–78.
