§ Mr. LilleyI have today published a report entitled "Global Climate Change: The Role for Technology Transfer". The report was prepared for UNCED by Touche Ross and financed jointly by my Department and the Overseas Development Administration.
The report has been distributed widely to those delegates attending the preparatory meeting for UNCED starting today in Geneva. I hope the report will offer a constructive contribution to their further discussions on technology transfer in the context of climate change and help future work move forward in a positive way. It establishes a working background on technology transfer which should assist both developing and developed countries to identify the scope for mutual partnership and assistance which will contribute to the international response to climate change.
I have arranged for copies of the report to be made available to the Libraries in each House.
