To ask the Secretary of State for Scotland at what point after their Gulf posting local authorities are able to exempt(a) married and (b) single service personnel from the poll tax.

There is no provision for exempting service personnel from the personal community charge. However, as my right hon. Friend the Secretary of State for the Environment announced on 19 February, the Government have concluded that service personnel and associated civilians posted to the Gulf should not have to bear the cost of the community charge during the period of their posting. The details of how this will be achieved are at present being finalised.

To ask the Secretary of State for Scotland if he will estimate the average domestic rate bill in each local authority in Scotland which would be necessary to yield the same revenue as his estimate of the yield of the community charge in 1990–91 and 1991–92.

[holding answer 12 March 1991]: In the absence of up-to-date information on the number of domestic rateable subjects it is not possible to answer this question precisely. The table is based on provisional outturn information from local authorities on the yield of the community charge in 1990–91 and the budgeted yield in 1991–92, together with details of the number of domestic subjects at 1 April 1988.
