§ Mr. Lennox-BoydNegotiations began at the first meeting of the intergovernmental negotiating committee for a framework convention on climate change in Washington last month. The United Kingdom is playing an active role. We hope that the negotiations will lead to agreement by the time of the United Nations conference on environment and development in June 1992 on an effective framework convention containing appropriate commitments, and on related legal instruments.
