To ask the Secretary of State for Education and Science (1) what percentage of its potential schools budget the London borough of Hounslow is delegating to schools in the current financial year; and how much it will need to delegate to meet the proposed requirements in the draft circular on local management of schools;

(2) what effect the proposals contained in the draft circular on local management of schools will have on the amount delegated to schools by the London borough of Hounslow as against the current financial year.

Hounslow local education authority is currently delegating to schools 81.6 per cent. of its potential schools budget. The draft circular issued in December 1990 proposed that from April 1993 a minimum of 85 per cent. should be delegated. On the basis of Hounslow LEA's 1990–91 budget statement, that would add about £1.76 million to school budgets—an average of about £23,000 per school.
