asked Her Majesty's Government:

Whether allied air attacks on Baghdad have been carried out with the approval of the UN Security Council assisted by the Military Staff Committee as required under Articles 46 and 47 of the UN Charter.

All allied military operations against Iraq have been carried out under the authority conferred by Security Council Resolution 678. Member states of the coalition have reported to the Security Council periodically under paragraph 4 of that resolution. The resolution does not require the Council itself or the Military Staff Committee to give prior approval for particular operations.
