Mr. Grocott

To ask the Secretary of State for Education and Science (1) what would be the total cost in payment of capital grants, assuming that the present average payment was maintained, if every local education authority school opted for grant-maintained status;

(2) what would be the total cost in payment of special purpose grants, assuming that the present average payment was maintained, if every local education authority school opted for grant-maintained status;

(3) what would be the total cost in payment of transitional grants, assuming that the present average payment was maintained, if every local education authority school opted for grant-maintained status.

Mr. Eggar

The levels of these grants are reviewed annually in the light of the Government's spending priorities for education and other services. It is not therefore possible to project a figure for the total cost if every local authority school opted for grant-maintained status.

To ask the Secretary of State for Education and Science what is the average amount paid per school in(a) transitional grants, (b) special purpose grants and (c) capital grants for those schools that have opted for grant-maintained status.

Mr. Eggar

The table sets out the total amount of these grants paid to grant-maintained schools in 1989–90, the only year in respect of which final figures are available.

The actual grants paid to each GM school reflect the particular circumstance of an individual school, including its size, and the date within the financial year on which it became grant-maintained.

Notes:

1. A further 20 schools have yet to submit their final bids for transitional grant. Of these, six schools were incorporated as grant-maintained schools on 1 January 1991, 12 schools will be incorporated in April 1991 and two schools will be incorporated on 1 September 1991.

2. Schools incorporated as grant-maintained schools on or before September 1990 were eligible to apply for transitional grant of £15,000 plus £15 per pupil up to a ceiling of £30,000. This grant could only be paid prior to the date of incorporation.

3. It was announced on 10 October 1990 that all secondary schools and primary schools with 200 or more pupils incorporated from 1 January 1991 would be eligible to apply for £30,000 plus £30 per pupil in transitional grant. Smaller primary schools will be eligible to receive £20,000 plus £30 per pupil. Financial regulations have now been laid before the House allowing schools to spend grant after incorporation.
