HC Deb 01 March 1991 vol 186 c623W
Mr. Morley

To ask the Secretary of State for Transport whether he has any plans to require all new bicycles sold to be equipped with lights.

Mr. Chope

I have no such plans. Regulations already require cyclists to use good quality front and rear lights at night. Lights must be maintained in good working order and switched on between sunset and sunrise. The real problem is that too many cyclists fail to do this. This problem would not be addressed by requirements relating to sale of new bicycles. It is important for cyclists to see and be seen.
