Mr. Crowther

To ask the Secretary of State for Health what information he has on trends in tobacco consumption in those European countries where tobacco advertising has been banned.

Mr. Dorrell

A report published by the New Zealand Toxic Substances Board in May 1989 summarised tobacco consumption trends in 33 developed countries.

A table in the report contains the following information on those European countries with complete tobacco advertising bans:

The five local monitoring officers will be employed on NHS terms and conditions and they will report directly to the NHS management executive—NHSME—which will direct their day-to-day work. They will not be required to produce formal reports: they will simply be part of the financial monitoring arrangements for trusts set up by the NHSME. Under paragraph 8 of schedule 2 to the National Health Service and Community Care Act 1990 all NHS trusts are required to furnish such information as I may require.
